SUES and Hongkou District Government Sign Strategic Cooperation Framework Agreement

On the morning of December 8, SUES and Hongkou District Government held a signing ceremony for a Strategic Cooperation Framework Agreement on Hongkou Campus of SUES.


Present at the ceremony were Li Qian, Secretary of the CPC Hongkou District Government Committee; Jiang Rui, Deputy Secretary and Acting District Mayor; Chen Xiaojie, Deputy District Mayor; Li Jiang, Secretary of the CPC SUES Committee; Lou Yongqi, President of SUES; and Xu Kaiyu, Vice President of SUES. The ceremony was chaired by Vice President Xu Kaiyu.

 


During the ceremony, Li Jiang expressed heartfelt gratitude to the Hongkou District CPC Committee and Government for their long-term support of SUES’ development. He emphasized that the signing marks a key step in aligning SUES’ academic and research efforts with national strategies and in deepening the integration of industry and education.


Li put forward three proposals for future cooperation. First, the cooperation will strengthen political commitment and jointly turn the strategic blueprint into tangible outcomes by effectively implementing the agreement. Second, the cooperation will pursue an open and collaborative strategy, fully leveraging SUES’ unique “3-wings” interdisciplinary innovation model that integrates engineering, management, and design, to actively support Hongkou’s “Northern Linkage Strategy” through co-establishing innovation platforms such as joint laboratories. Finally, the cooperation will be broadened by building a model of district-university collaboration focused on the synergy of industrial, innovation, talent, and entrepreneurship chains, thereby enhancing technological collaboration, think tank empowerment, and the innovation ecosystem.

 


Li Qian thanked SUES for its continuous attention and contributions to Hongkou’s economic and social development. Looking ahead to the “15th Five-Year Plan,” he called for both sides to align with national and Shanghai development goals, elevate their strategic vision, and actively promote the integrated development of education, science, technology, and talent. He proposed advancing key areas of cooperation, including the joint establishment of laboratories and research centers, building a high-quality innovation ecosystem, strengthening mechanisms for technology transfer and project incubation, jointly cultivating skilled professionals, and promoting international exchanges in higher and vocational education. He also encouraged improving coordination mechanisms to achieve new results in broader areas.

 


In his speech, President Lou Yongqi reaffirmed SUES’ founding mission of being a pillar of Shanghai’s industrial development. Guided by its goal of becoming a world-class application-oriented innovative university with distinctive industrial features, SUES continues to enhance its service and contributions to industry by evolving from “serving industry” to “co-creating with industry” and even “creating new industries.” Lou emphasized that SUES will continue to develop its 3-wings education model integrating engineering, management, and design, and will take this agreement as an opportunity to strengthen collaborative innovation with Hongkou District Government, promote an innovation-creativity-entrepreneurship ecosystem, and actively introduce international resources to support Hongkou’s high-quality development.

 


Jiang Rui presented an overview of Hongkou’s economic and social progress. As a compact central district with rich cultural heritage, Hongkou is steadily advancing toward its vision of becoming “Shanghai’s North Bund, a New Urban Benchmark.” The district’s economy continues to grow steadily, with strong industries in shipping and finance, and notable progress in emerging sectors such as green and low-carbon development and integrated circuit design. Jiang expressed her hope that SUES and Hongkou could deepen collaboration in areas such as elderly care talent development and basic education alignment, achieving mutual benefits and shared growth.

 


Under the joint witness of the district and SUES leaders, Chen Xiaojie and Xu Kaiyu signed the Strategic Cooperation Framework Agreement on behalf of Hongkou District Government and SUES, respectively.

 


Before the ceremony, the leaders visited the Public Training Service Platform, the Shanghai Mechatronics Technology Open Training Center, and the Shanghai Robotics Technology Open Training Center on Hongkou Campus of SUES.

 


This agreement marks a new chapter in strategic cooperation between SUES and Hongkou District Government. Moving forward, both parties will work together to build high-level collaborative innovation centers and industrial service hubs, establish internationally accredited vocational skills training centers, and explore a high-quality district-university integrated ecosystem—contributing jointly to Shanghai’s development as an international science and technology innovation center.
