Under the leadership of Ministry of Human Resources and Social Security, PRC and Shanghai Municipal Government, jointly founded and operated by Shanghai Municipal Human Resources and Social Security Bureau and Shanghai University of Engineering Science, the WorldSkills Research CenterShanghai, China) is a Chinese think tank and international decision-making advisory institution, which is committed to studying the operation and achievement transformation of WorldSkills competitions.  The Research Center not only provides strategic support services to the 46th WorldSkills Competition to be held in Shanghai, but also offers scientific decision-making basis and constructive suggestions in terms of improving the organizing and management of WorldSkills competitions, raising the quality of professional talents’ cultivation, and forging ahead reform and development of vocational education in China.
