Foreign Expert Program of Shanghai University of Engineering Science
Foreign Expert Program of Shanghai University of Engineering Science (hereinafter referred to as the Foreign Expert Program) is developed by referring to the programs for introduction of foreign experts, such as the Program for Recruitment of Foreign Cultural and Education Experts issued by the State Administration of Foreign Experts Affairs and the Program of Introducing Talents of Discipline to Universities issued by the Ministry of Education and the State Administration of Foreign Experts Affairs. It involves four aspects, i.e. foreign expert team of scientific research platform based on international cooperation, long-term recruitment of foreign teachers, high-level foreign experts, and short-term exchange with high-level foreign experts.
The overall goal of the Foreign Expert Program is to meet the major national and regional demand for social and economic development by focusing on developing key disciplines. To achieve this, we'll introduce foreign talents and intelligence from overseas high-level universities or research institutions. By attracting high-level foreign experts and teachers who can work in our university for a long period of time, we will further improve our level of bringing in foreign intelligence, and promote integration of foreign experts and teachers with our own high-level teaching and research staff to form an international teaching and scientific research team. This high-level cooperative research and talent cultivation can help create a good atmosphere for high-quality academic exchange, and improve our international development level and comprehensive competitiveness both at home and abroad.
The Foreign Expert Program, to which program management system applies, will be carried out based on the principle of overall planning, service demand, science-teaching integration, preferred construction, and dynamic management.
Application Scope and Application Conditions
The Foreign Expert Program is applicable to our colleges, departments, centers and subordinate units. There are four programs, i.e. program for foreign expert team of scientific research platform based on international cooperation, program for long-term recruitment of foreign teachers, high-level foreign expert program, and program for short-term exchange with high-level foreign experts. The specific application scope, type of program and number of application are specified in the annual implementation plan.
(A) Program for foreign expert team of scientific research platform based on international cooperation under the Foreign Expert Program. This program is designed to encourage the colleges, departments, centers, and subordinate units of our university to cooperate with the foreign expert team from foreign colleges or research institutions in scientific research. We will jointly build a scientific research platform for international cooperation to achieve high-level scientific research, and promote building of international scientific research team for discipline construction and talent cultivation.
To apply for the program for foreign expert team of scientific research platform based on international cooperation under the Foreign Expert Program, the following basic conditions should be satisfied:
1. The platform for scientific research based on international cooperation includes international joint laboratory, research center, research institute, industry-university-research cooperation base, and studio.
2. There are good conditions for international cooperation: the discipline on which the platform for scientific research based on international cooperation relies should be predominant or key discipline; the colleges, departments, centers, and subordinate units that provide support should have been supported by the scientific research platform at provincial and provincial level or above.
3. The agreement in relation to joint establishment of scientific research platform based on international cooperation has been concluded. It specifies the two parties' responsibilities and obligations as well as the mechanism for investment of construction funds.
4. There is hardware and software appropriate for scientific research based on international cooperation, discipline construction, talent cultivation, and academic exchange. Besides, physical space of required size and the equipment and facilities necessary for scientific research are provided.
5. The foreign expert team should meet the basic conditions below:
（1）Composition: The ratio of Chinese remembers to foreign members is no more than 3:1; 3 or more foreign experts should be engaged, including 1 team leader.
（2）Professional title or education degree: The team leader should be a professor or have equivalent professional title; team members should be associate professors or have equivalent professional title or doctor's degree.
（3）All members should be foreigners, and comply with the laws and regulations of the People's Republic of China as well as the rules and regulations of our university. They also should be friendly to China, noble, rigorous, and cooperative.
（4）The team members have at least 1 scientific research project under research in their country (provincial and ministerial level or above). The preliminary research result of the foreign expert team is highly consistent with the scientific research platform based on international cooperation to be jointly built.
（5）Working time: The team members should work in our university for at least 2 months each year (excluding on-line working time).
（6）The foreign expert who has been engaged as a member of the foreign expert team will not receive the funds for foreign team recruitment program, high-level foreign expert program, and program for short-term exchange with high-level foreign experts.
(B) Program for long-term recruitment of foreign teachers under the Foreign Expert Program. This program is designed to encourage colleges, departments, centers and subordinate units of our university to engage foreign teachers (excluding those who are on the payroll and have a full-time job in our university) so as to improve our teaching quality and research level.
The foreign teachers who intend to apply for this program should satisfy the basic conditions below:
1. Have foreign nationality and maintain healthy both mentally and physically.
2. Be associate professor or have equivalent or above professional title or doctor's degree; know the development direction of discipline well; have abundant experience in teaching and scientific research, and high academic level; have the ability of teaching, scientific research, discipline construction, and team building.
3. Work in our university for three months or longer (work permit for foreigners is required), and sign an official employment contract with our university.
4. Comply with the laws and regulations of the People's Republic of China as well as the rules and regulations of our university; have no legal dispute, criminal record or relevance to any evil organization; be friendly to China, noble, rigorous, and cooperative; no academic misconduct or bad credit record.
(C) High-level foreign expert program under the Foreign Expert Program. This program is designed to encourage colleges, departments, centers and subordinate units to introduce high-level foreign experts to our university for teaching and scientific research so that our students will be directly guided by these experts and our teachers will cooperate with them in scientific research to improve our level of talent cultivation, teaching and scientific research.
To apply for this program, the following basic conditions should be satisfied:
1.High-level foreign experts should meet the conditions below:
（1）Have foreign nationality and maintain healthy both mentally and physically.
（2）Be professor or have equivalent professional title, and work for overseas colleges, universities, research institutions, or enterprises. If they are associate professors or have equivalent professional titles, they should also publish one or more high-level papers (zone II or above) as the first author or corresponding author, or work in the university ranking top 400 according to the QS World University Rankings when they are employed by our university.
（3）Comply with the laws and regulations of the People's Republic of China as well as the rules and regulations of our university; have no legal dispute, criminal record or relevance to any evil organization; be friendly to China, noble, rigorous, and cooperative; no academic misconduct or bad credit record.
2. Working time: No less than 1 month and no more than 2 months, completed in twice at most.
3. Type of high-level foreign experts:
（1）Specialized in teaching. Teaching oriented, they should offer at least one leading-edge course of the discipline for graduate or undergraduate students, and teach for no less than 32 class hours per month. Besides, they should give lessons in English, with the teaching objective and arrangement being determined by the project implementation department and teaching management department.
（2）Specialized in teaching and research. Focusing on both teaching and scientific research, they should teach in English for no less than 16 class hours per month during the period of employment. In the mean time, foreign experts should publish at least one (two if they work for 2 months) high-level academic paper (zone II) as the second author or corresponding author with our teachers or students being the first author (our university as the first unit).
（3）Specialized in research. They should cooperate with the project implementation department in applying for the scientific research program based on international cooperation and make it approved. During the period of employment, they will not give any lessons. But the project implementation department should determine their research task and work load with them as per the progress of the approved scientific research program based on international cooperation. The scientific research program based on international cooperation means the special program set up by the competent education department or governmental agency, or that developed by foreign competent education department, governmental agency, or international organization. In principle, the total funds for this kind of program to be deposited in our university's account must be more than those provided for the research-type high-level foreign expert program.
(D) Program for short-term exchange with high-level foreign experts under the Foreign Expert Program. This program is designed to encourage colleges, departments, centers and subordinate units of our university to invite foreign high-level experts to conduct short-term visit, seminar or academic exchange, or attend academic meeting, so as to improve our academic level and create an international academic atmosphere.
To apply for this program, the following basic conditions should be satisfied:
1. Qualifications:
（1）Have foreign nationality and maintain healthy both mentally and physically.
（2）Be associate professor or have equivalent professional title or above, know the latest academic development of relevant field very well, and produce some academic influence in relevant field.
（3）Comply with the laws and regulations of the People's Republic of China as well as the rules and regulations of our university; have no legal dispute, criminal record or relevance to any evil organization; be friendly to China, noble, rigorous, and cooperative; no academic misconduct or bad credit record.
2. Form of academic exchange: (1) Academic forum. (2) Academic meeting. (3) Academic communication.
They should be assessed as high-level foreign talents, including scientists, leading science and technology talents, international entrepreneurs and special talents in urgent need for China's economic and social development (Category A in the Classification Criteria for Foreigners Working in China (Trial Implementation) issued by the State Administration of Foreign Experts Affairs), with the standards for support and subsidize being determined by specific department.
